Highspire Heads for a Makeover

 

RETTEW and Highspire officials teamed to secure a Community Development Block Grant from Dauphin County in order to update Highspire's existing 33-year-old comprehensive plan as well as to develop a custom-tailored, multi-faceted strategy for revitalizing the community. The aspiration was to transform a stagnant borough into the epitome of "small-town America," where residents and business owners would share a unified pride in their community's future. RETTEW assisted Highspire through the development and adoption of an innovative, yet realistic plan that emphasizes modernizing the central business district, implementing new parking solutions, retaining neighborhood restaurants, creating a mixed-use pedestrian- and business-friendly environment, and developing public/private partnerships for volunteer and financial support. Additionally, RETTEW helped the Borough develop compatibility design standards and guidelines for context-sensitive infill and redevelopment.
