City Plan Ensures Continued Success
The City of Lock Haven wanted to create a plan to ensure the continued success of Downtown Lock Haven, Inc.’s, main street revitalization efforts; implementation of recommendations resulting from a new comprehensive plan; and support for the development of an Elm Street neighborhood planning initiative for a historic mixed-use neighborhood connecting Lock Haven University and the city’s downtown area. RETTEW worked with city representatives to design an ordinance update that encouraged a mixture of residential and compatible supporting neighborhood businesses. We focused on the revitalized central business district to encourage a healthy mix of pedestrian-oriented retail businesses with upper-floor offices and residential uses. We also established guidelines for the present mixed-use neighborhoods to allow for infill and redevelopment that complement existing development patterns and build characteristics of the established Water Street Historic District.
