Common Ground Builds a Better Future for All

 

Since metropolitan outgrowth from the city of Harrisburg had begun to dramatically increase population across neighboring rural Perry County, Northeast and Southwest Madison Townships, two of the affected municipalities, united to develop a joint comprehensive plan. This effort resulted in not only the first comprehensive plan for both municipalities but also the first joint plan created in Perry County. RETTEW assisted the townships' joint planning efforts by distributing a community attitudinal survey to households in the region and by conducting two public participation meetings-one in each township. Groundwater protection and environmental protection overlay areas were also developed to safeguard the region's pre-existing aquifers and natural resources. The resulting plan assists the municipalities in preparing grant applications, lays the groundwork for the development of a joint subdivision and land development ordinance, and preserves core agricultural areas within this region, despite the area's exponential growth.
